Chief Adrian Vasquez joined the Colorado Springs Police Department in 1995, after serving in the United States Air Force, as a Security Police Officer, for 9 ½ years. After joining CSPD, he served as a patrol officer in the Sand Creek Division before transferring to the Metro, Vice, Narcotics and Intelligence (Metro VNI) Division in 1998. While with Metro VNI, he was a street team detective, a K-9 handler and a task force officer with the Drug Enforcement Administration (DEA). He was promoted to Sergeant in 2003 where he served in Patrol, Metro VNI, and the DEA Task Force. He was promoted to Lieutenant in 2011, where he served in Patrol before transferring to the Violent Crimes Section where he oversaw the Homicide, Assault, Robbery and Victim Advocacy Units.
He was promoted to the rank of Commander in 2016 when he was assigned to the Stetson Hills Division. In 2017, he was transferred to the Specialized Enforcement Division where he oversaw the Tactical Operations Section, Patrol Support Section and Protective Security Section. In April of 2019, he was promoted to Deputy Chief where he had oversight of the Patrol Operations Bureau. He was promoted to chief of police in April of 2022.
Chief Vasquez holds a Bachelor of Science degree in Sociology from Colorado State University and a Master’s degree in Criminal Justice from the University of Colorado at Colorado Springs. He is a graduate of the Center for Creative Leadership and the FBI National Academy, Session 267.
Deputy Chief Jeff Jensen
Current Assignment: Operations Support Bureau
Deputy Chief Jeff Jensen joined the Colorado Springs Police Department in 1996. He served as a patrol officer in Sand Creek before transferring to the Metro Vice, Narcotics and Intelligence Division in 1999. While with Metro VNI, he served as both a Street Team detective and Bureau of ATF Gun Interdiction Unit Task Force detective. He was promoted to sergeant in 2003 where he served as a patrol supervisor and as a sergeant supervising the Robbery, Homicide and Cold Case Units. He was promoted to lieutenant in 2012. He served as a patrol watch commander and as the supervisor of the Peak Substation, where he was responsible for the Downtown Area Response Team and the Homeless Outreach Team. He was promoted to the rank of commander in 2017 with assignments in the Investigations Division and the Gold Hill Patrol Division. In December of 2020, he was promoted to deputy chief where he has oversight of the Patrol Operations Bureau.
Deputy Chief Jensen holds a Bachelor of Science Degree in Law Enforcement and Judicial Administration from Western Illinois University. He is a graduate of the Center for Creative Leadership and the FBI National Academy, Session 278.
Deputy Chief Dave Edmondson
Current Assignment: Patrol Bureau
Deputy Chief David Edmondson joined the Colorado Springs Police Department in 1996. He served as a patrol officer in Sand Creek and Gold Hill before transferring to the Professional Standards Division as a Training Academy Instructor 1999. In 2003, he was assigned to the Investigations Division as a homicide detective. He was promoted to sergeant in 2005 where he served as a patrol supervisor and as the Recruit Training sergeant supervising both the recruit and in-service units. He was promoted to lieutenant in 2012.
He served as a patrol watch commander, Protective Security Section manager with the Specialized Enforcement Division, and the Special Victims Section back in the Investigations Division where he was responsible for the security of city facilities, Airport security, and Municipal Court, as well as, the management of investigatory personnel handling cases involving crimes against children, domestic violence, and adult sexual assault. He was promoted to the rank of commander in 2017 and served in the Sand Creek Division and the Management Services Division. He was promoted to Deputy Chief in May of 2022 and serves in the Patrol Bureau.
Deputy Chief Edmondson holds a Bachelor of Science Degree in Criminal Justice from Troy State University. He is a graduate of the Center for Creative Leadership, Leadership Pikes Peak Signature Program, and Leading in Police Organizations.
Deputy Chief Mary Rosenoff
Current Assignment: Investigations and Special Operations Bureau
Deputy Chief Rosenoff joined the Colorado Springs Police Department (CSPD) in 1994, after serving six years with the California Highway Patrol. As an officer with the CSPD, Deputy Chief Rosenoff was assigned to the Sand Creek Division where she served as a Field Training Officer as well as a Master Patrol Officer.
Promoted to sergeant in 2009, she worked as a patrol supervisor in the Gold Hill, Stetson Hills, and Sand Creek Divisions before transferring to the Specialized Enforcement Division where she worked as the Special Events Unit sergeant. As such, she was in charge of a Negotiator Team, a Crowd Control Team, the Alarms Unit, the Extra Duty Unit, and the Parking Services Unit as well as supervising the Major Crash Team.
In 2016, Deputy Chief Rosenoff was promoted to the position of lieutenant and assigned to patrol at the Gold Hill Division. In 2017, she was transferred to the Professional Standards Division. She supervised the Internal Affairs Section (IA) as the IA lieutenant until being promoted to commander of the Stetson Hills Division in 2019. She was promoted to Deputy Chief in May of 2022 and is currently serving in the Investigations and Special Operations Bureau.
Deputy Chief Rosenoff holds a Bachelor of Arts Degree in Sociology from the University of California at Berkeley.

Commander Jeff Strossner - Management Services Division

Biographical Information: Commander Jeff Strossner joined the Colorado Springs Police Department in 1997, after serving two years as a dispatcher in Adams County and one year as a police officer in Manitou Springs. While at the rank of officer, Commander Strossner served Falcon, Stetson Hills, and Sand Creek patrol, with special assignments as a Neighborhood Resource Officer, School Resource Officer, and Financial Crimes Detective. He was promoted to sergeant in 2008 and served the Gold Hill Division supervising patrol officers, the Downtown Area Response Team, the Homeless Outreach Team, and Metal Theft Impact Team. In 2014, he was promoted to lieutenant with assignments at both the Falcon and Gold Hill patrol divisions, and spent nearly two years in Internal Affairs. He was promoted to Commander in 2017 and served patrol in the Falcon Division, the Specialized Enforcement Division, and the Management Services Division.
Commander Strossner is a graduate of the Leadership Pikes Peak Signature Program, the Senior Management Institute for Police, and holds a Master’s Degree in Law Enforcement and Public Safety Leadership from the University of San Diego.
Commander Patrick David - Falcon Division

Biographical Information: Commander Patrick David started his career as a police officer with the City of Colorado Springs in August 1999. He has worked as a patrol officer in all four patrol divisions and on all shifts. He has been in the DUI Unit, Motorcycle Unit, and a Staff Instructor at our Training Academy. He has also served on our Negotiator and Major Crash Teams. In 2013, Commander David was promoted to Sergeant where he served as a first line supervisor in patrol, DUI and again at the Training Academy and Motor Unit. In 2019, he was promoted to Lieutenant, where he served Patrol and the School Resource Officer Unit at the Stetson Hills Division. He briefly served as the Special Victims Section Lieutenant in the Investigations Division prior to his promotion to Commander.
Commander David has a bachelor’s degree of Science in Business Information Systems from the University of Colorado, Colorado Springs and has attended the University of Denver, Daniels College of Business, Public Safety Leadership Development Program.
Commander Tish Olszewski - Gold Hill Division

Biographical Information: Commander Tish Olszewski joined the Colorado Springs Police Department in 1984. She was promoted to Sergeant in 1993 working in Patrol, the Training Academy, Internal Affairs and the Sex Crimes/Crimes Against Children Unit. She was promoted to Lieutenant in 2003 with assignments in Patrol, Metro Vice, Narcotics & Intelligence, and Specialized Enforcement.
She was promoted to Commander in 2008 with assignments in the Patrol Division at Stetson Hills, Gold Hill, Falcon, and the Investigations Division. Commander Olszewski has a Bachelor of Arts degree in Criminology from Indiana University of Pennsylvania and a Master's in Organizational Management from the University of Phoenix. Commander Olszewski is also a graduate of the 243rd Session of the FBI National Academy, the DEA Drug Unit Commander’s Academy and Leadership Pikes Peak.

Biographical Information:
Commander Velasquez began his service with the Colorado Springs Police Department at the Sand Creek Patrol Division in 1997 where he also became a property crime detective in 2001. He then transferred to the Homicide Unit in 2002. He was promoted to Sergeant in 2005 where he served in three patrol divisions (Gold Hill, Falcon and Sand Creek). As a Sergeant, he also served in the Sex Crimes/Crimes Against Children Unit from 2007-2011. He was promoted to Lieutenant in 2012 where he served in three patrol divisions (Sand Creek, Stetson Hills and Falcon). As a Patrol Lieutenant, at differing times, he also oversaw the School Resource Officer Unit, the Sand Creek Division Impact Unit, and GangNet. He served in the Professional Standards Division as the Training Director from 2012-2016. His final assignment as a Lieutenant was in the Patrol Support Section of the Specialized Enforcement Division in 2019.
Commander Velasquez has a Bachelor’s Degree in Political Science from the University of Colorado at Boulder. He attended the FBI Rocky Mountain Command College, Center for Creative Leadership’s Leadership Development Program and, the Colorado POST-University of Denver Daniels Executive Education Program’s Public Leadership Program.
Commander Rafael Chanza - Stetson Hills Division

Biographical Information:
Commander Rafael Chanza is a 26-year police veteran. He joined the Colorado Springs Police Department in February 2002. As a police officer, he worked in all four patrol divisions as a Patrol Officer and Police Training Officer. He completed specialized training in Crisis Intervention to help CSPD’s effort to effectively respond to calls involving mental health crises. He served in the Tactical Enforcement Unit, participating in over 1,000 high-risk tactical operations and critical incidents and serving as an acting supervisor. He is a state-certified full skills firearms instructor, has taught various topics at the CSPD Police Academy and throughout the patrol bureau, is a state-certified FEMA instructor, and holds FEMA/EMI Advanced Professional Series and Level II, Master Continuity Practitioner Certifications. He was promoted to sergeant in August of 2012 and served in all four patrol divisions, as a Gang Network Sergeant, and a Street Impact Team Sergeant at the Stetson Hills Division. In December 2017, he was promoted to lieutenant and served as the Shift III Commander for the Sand Creek Patrol Division and the Internal Affairs Lieutenant. In September of 2022, he was promoted to Commander and is assigned to the Stetson Hills Patrol Division, which has responsibilities for the northeast portion of Colorado Springs.
He holds a Bachelor’s Degree in Political Science, a Master’s Degree in Public Administration, and a Graduate Certificate in Intelligence from the University of Colorado.

Biographical Information:
Commander John Koch joined the Colorado Springs Police Department in 2002, where he served as a patrol officer in the Falcon and Gold Hill Divisions for the first five years of his career. He then transferred to detective positions in the Crimes Against Children Unit (2007-2010) and Homicide Unit (2010-2013). He was promoted to sergeant in 2013, serving as a patrol supervisor (2013-2014), detective sergeant in the Special Victims Section (2014-2017), and Internal Affairs sergeant (2018). Promoted to lieutenant in 2018, he was a patrol watch commander in the Sand Creek Division (2018-2019) and the Strategic Information Center lieutenant in Metro VNI (2019-2020). Promoted to commander in 2020, he has served in the Gold Hill Division (2020-2022) and the Professional Standards Division (2022 – current).
Commander Koch holds a Bachelor of Science degree in Computer Information Systems from the University of Northern Colorado, and a Master of Public Administration degree from the University of Colorado – Colorado Springs. Commander Koch is currently a LEADS scholar (2019-2024) with the United States Department of Justice & International Association of Chiefs of Police.

Biographical Information: Public Safety Communications Manager Renee Henshaw joined the Colorado Springs Police Department in September of 1998 as an Emergency Response Technician. Six months later she was promoted to Public Safety Dispatcher. In 2010 she took over as the training coordinator for the communications center and in August of 2012 was promoted to supervisor. In May of 2013 she was promoted again to the position she currently holds as Manager of the Public Safety Communications Center.
Renee has a Bachelor’s Degree in Sociology from California State University Sacramento and has attended the Center for Creative Leadership.

Commander Joe Frabbiele joined the Colorado Springs Police Department (CSPD) in 2004, where he served as a patrol officer in the Sand Creek Division for the first six years of his career. He then transferred to detective positions in the Sand Creek Property Crimes Unit (2010-2012) and Auto Theft Unit (2013-2014). He was promoted to sergeant in 2014, serving as a patrol supervisor (2014-2016), and the recruit training sergeant at CSPD’s Training Academy (2016-2018). He was promoted to Lieutenant in 2018, where he served in patrol before transferring to the Violent Crimes Section where he oversaw the Homicide/Assault, Robbery, and Cold Case Homicide Units along with the Violent Offender Fugitive Task Force. He was promoted to commander in 2022 and is currently assigned to the Investigations Division. Commander Frabbiele holds a Bachelor of Science degree in Business Administration/Accounting from Adams State University.

Commander Daniel Thompson joined the Colorado Springs Police Department in 2001, where he served in the Sand Creek, Stetson Hills, and Gold Hill Divisions. He also worked as a detective in the Metro Vice, Narcotics, and Intelligence Division (2004 – 2008) and Robbery Unit (2008 – 2011). Commander Thompson was promoted to sergeant in 2012, where he served as a patrol supervisor in the Gold Hill Division (2012 – 2015) and as a detective sergeant in the Special Victims Section (2015 – 2019). He was promoted to lieutenant in 2019, where he served as a patrol watch commander in the Falcon and Gold Hill Divisions, before transferring to the department’s Professional Standards Division (2020 – 2022). Commander Thompson was promoted to commander in 2022, where he currently serves in the Specialized Enforcement Division.
Commander Thompson holds Bachelor of Arts degrees in Political Science and in Communication from the University of Colorado, Colorado Springs. In addition, he has earned a Masters in Management from the University of Phoenix.

Commander Doug Trainer joined the Colorado Springs Police Department in 2000. He served as a patrol officer in all four divisions and served as a Neighborhood Resource Officer in the Sand Creek Division. Research and Development Administrator Amanda Terrell-Orr has over 20 years of experience as a civilian staff member in law enforcement agencies. She joined the Colorado Springs Police Department in March 2006. Her law enforcement experience includes public data and information transparency; strategic planning and performance measurement; policy development; accreditation; legislative analysis; research; grant writing and administration; crime victim rights and services; operational studies; and program development.
Amanda holds a Bachelor of Arts degree in Psychology from Central College and a Master of Arts degree in Sociology from the University of Colorado-Colorado Springs.

HR Manager Heather Edwards joined the Colorado Springs Police Department in January of 2008 as an HR Analyst II. She was promoted to Senior HR Analyst in January 2011. In August 2012, she was promoted to the Human Resources Manager, the position she currently holds, which oversees all the human resources functions for CSPD including employee services, recruiting, promotion, background investigations, polygraph and court liaison. HR Manager Edwards holds a Bachelor of Science degree in Business Administration from the College of Charleston and has attended the Center for Creative Leadership.

Police Finance Manager Nancy McCauley joined the Colorado Springs Police Department in January 2003 as a Fiscal Analyst. She was promoted to Principal Analyst in March 2005. In January 2011, she was promoted to Police Finance Manager, the position she currently holds, which oversees the financial functions for CSPD including budgeting, contracting, grants, false alarm program, accounts payable, and accounts receivable. Police Finance Manager McCauley holds a Bachelor of Arts degree in Philosophy and a Master of Business Administration degree from the University of Colorado.
